For security reasons, we do not allow anonymous or public ftp on our client's account, since it is harder for us to seek responsibility in case we have found illegal files residing on our client's account.
In order to offer free download/upload, please simply create a separate FTP account(s) for your users to upload/download files. This way if some illegal files is found, we will ask our client's responsibility of having these files uploaded/distributed under their account.
Thank you for your understanding, we do not limit the number of FTP accounts you can create. You can do so through your control panel.
